Macedonia in Human Rights Council 2014–2016

Pledges and Commitments


The protection and promotion of human rights remains one of the most important elements of the Macedonian foreign policy. Republic of Macedonia is a member of the fundamental human rights’ conventions within the frames of UN and has close cooperation with the committees founded pursuant to these conventions. Republic of Macedonia reinforces the activities and participation within the bodies of the international organizations that work in this area. From January 2014 until the end of 2016 Republic of Macedonia shall be a member of the Human Rights Council. Republic of Macedonia shall participate in the process of the Universal Periodic Review of the UN Human Rights Council. The country has presented its reports within the frames of the two cycles.

The establishment of the Inter-department body for human rights, founded pursuant to the Decision adopted by the Government of Republic of Macedonia in April 2012 presents affirmation that this country’s commitment to the human rights. This body is managed by the Minister of Foreign Affairs, and its members are: Ministry of Foreign Affairs, Ministry of Justice, Ministry of Labour and Social Policy, Ministry of Interior, Ministry of Education and Science, Ministry of Health, Secretariat on European Affairs, Secretariat on Implementation of the Framework Agreement, as well as the directors of the Commission for relations between the religious communities and groups, State Statistical Office, the Office for Protection of Personal Data and the Agency for rights of communities. External members of the body are: the deputy Ombudsman of Republic of Macedonia, president of the Agency for audio and audio-visual media services, president of the Commission for protection of discrimination and president of the Commission for protection of the right to free access to information of public character.

The competences of the Inter-department body for human rights cover the following: enhancement of the coordination in the area of human rights of all competent ministries and bodies in the Government of Republic of Macedonia, exchange of information and realization of the recommendations contained in the reports of the committees and other bodies of UN, Council of Europe, EU and other international organizations, giving proposals for enhancement of the legal regulations in the area of human rights and giving other proposals to the Government significant to the improvement of the human rights in Republic of Macedonia.
