    DIRECTORATE FOR SUPPORT TO THE MINISTERIAL AFFAIRS

    1. Goals

    The Directorate coordinates the affairs under the jurisdiction of the Minister, monitors the work in MFA and improves the cooperation with the other Directorates within MFA. This includes coordination, logistics and preparation of documents relevant to the Minister, maintenance of contacts with the President, Assembly of Republic of Macedonia and the Government of Republic of Macedonia, as well as with the other ministers..

    2. Significant Responsibilities

    - Coordination, organization and directing of the activities of the Minister, within the country and beyond, coordination of the cooperation of the Minister with the Deputy Minister, State Secretary and the Directors within MFA; 
    - Cooperation with the President, Assembly and Government of Republic of Macedonia and regular informing of the authorities and institutions of Republic of Macedonia for issues in the area of international relations and foreign policy of Republic of Macedonia, and other issues under the jurisdiction of MFA; 
    - Professional cooperation on issues of public relations related to the activities of the MFA. Coordination of the media activities of the Minister, Deputy Minister, State Secretary, Directors and other employees in MFA; 
    - Informing the public for current regional and global topics related to the international relations and foreign policy of the country;
    - Organizing press-conferences, briefings, informative campaigns in cooperation with Governmental institutions or other external associates, institutions, and professional agencies; 
    - Monitoring the activities of the Government, Assembly and their bodies related to accomplishment of the national priorities of the Republic of Macedonia;
    - Preparation of fundamental analyses in connection with the national priorities pursuant to the internationally accepted standards, mechanisms and principles for exercising human rights, including the rights of the minorities; 
    - Raising the question respect and improvement of the degree of realization of the rights of the Macedonian minority in countries which recognized its existence and undertaking activities for its recognition or prevention of discrimination on ethnic grounds; 
    - Organizing summer camps, and Macedonian language learning courses.

    1. Goals

    Reinforcement of the position of the Republic of Macedonia within the international community through development of the bilateral relations and improvement of the political dialogue with the European countries committed to promotion of the democratic values, rule of law and human rights.

    2. Significant responsibilities

    - Monitoring both foreign and internal political and economic situation in the European countries on a daily basis;
    - Proposing projects, initiatives and activities for development and enhancement of the cooperation of the Republic of Macedonia with the European countries;
    - Initiating and proposing views on foreign policy issues and priorities in the foreign policy of the Republic of Macedonia regarding the relations with European countries;
    - Streamlining the work of the diplomatic missions of the Republic of Macedonia in the European countries;
    - Cooperation with foreign resident and non-resident diplomatic missions of the European countries to the Republic of Macedonia.

    3. Relations of the Republic of Macedonia with the European countries

    The relations of the Republic of Macedonia with the European countries are characterized by spirit of friendship, mutual understanding and trust, and lack of unresolved or contentious issues. Moreover, the Republic of Macedonia continues the upward trend of development with most of them on bilateral, regional and multilateral level.

    1. Goals

    Better and more efficient regional cooperation by improving the good-neighbourly relations and reinforcement of the role which the Republic of Macedonia has in the regional initiatives.

    2. Responsibilities

    - Monitoring both foreign and internal political and economic situation in the SEE countries on a daily basis;
    - Proposing projects, initiatives and activities for development and enhancement of the cooperation of the Republic of Macedonia with the SEE countries;
    - Initiating and proposing views on foreign policy issues and priorities in the foreign policy of the Republic of Macedonia regarding the relations with SEE countries;
    - Undertaking activities aimed at deepening of the regional in the regional initiatives from political, security and economic aspect;
    - Monitoring, analyzing and informing about the economic cooperation of the Republic of Macedonia within the regional initiatives.

    3. Relations of the Republic of Macedonia with the neighbouring countries

    The main features of the proactive policy of the Republic of Macedonia towards the neighbouring countries are: intensive development of the bilateral relations, reinforcement of the mutual trust and realization of concrete initiatives for enhanced cooperation.

  • DIRECTORATE FOR MULTILATERAL RELATIONS +

    Directorate for Multilateral Relations

    Goals
    To intensify the activities and to strengthen the position of the Republic of Macedonia in multilateral organizations in order to reaffirm the position of strengthening the multilateralism as a tool for promotion of peace, democracy, human rights and economic development in conditions of comprehensive globalization.

    Significant Responsibilities
    - Monitoring of the activities of the Republic of Macedonia within UN and its special agencies, the International Organization of Francophonie, OSCE, Council of Europe and other multilateral organizations;
    - Implementation of the responsibilities arising from the UN Resolutions and the conclusions adopted by the Council of Europe;
    - Activities for development and enhancement of the relations and cooperation of the Republic of Macedonia with the Francophonie;
    - Participation in the implementation and compliance with the international agreements in the area of human rights;
    - Raising initiatives for accession of the Republic of Macedonia to the international conventions for arms control;
    - Coordinating and streamlining of the work of the missions of the Republic of Macedonia to the above-state organizations.

    Republic of Macedonia and the Multilateral Relations
    A key achievement of the Republic of Macedonia in the multilateral relations is its election for a member of the Human Rights Council for the period 2014-2016. This represents recognition of the achievements in the area of promotion and protection of human rights.

    DIRECTORATE FOR EUROPEAN UNION

    1. Goals

    Starting and running a successful negotiation process in order for the Republic of Macedonia to join the European Union.

    2. Significant Responsibilities

    - Activities aimed at preparation of the Republic of Macedonia for EU membership through reinforcement of the cooperation with the EU institutions;
    - Participation in the work of the EU bodies that make up the institutional structure to guide the accession negotiations;
    - Coordination of the accession process of the Republic of Macedonia to the joint declarations, statements and demarches within the Common Foreign and Security Policy;
    - Monitoring, analysis and informing about the work of EU institutions;
    - Monitoring of EU sector policies pursuant to the Stabilization and Association Agreement;
    - Monitoring of the institutional development and reforms of the Republic of Macedonia into the EU;
    - Activities for further improvement of the relations with candidate countries and potential candidate countries.

    3. Republic of Macedonia and European Union

    The positive assessment of the European Commission for 2013 and the fifth consecutive recommendation for beginning of the accession negotiations between the Republic of Macedonia and the European Union are a clear indicator for the substantial progress regarding the Euro-integration process.

    1. Goals

    To provide continuous execution of the work of the Ministry of Foreign Affairs and the diplomatic and consular missions of the Republic of Macedonia and abroad, as well as their compliance with the legal regulations.

    2. Significant responsibilities

    - Implementation of public procurement, filing and delivery service; 
    - Maintenance and care for the property of the Republic of Macedonia within the country and abroad; 
    - Preparation of human resources development program;
    - Care for realization of the rights and duties of the employees in the Ministry pursuant to the general and special employment provisions; 
    - Coordination of the foreign aid related activities through execution of bilateral agreements or cooperation with other donors; 
    - Execution of tasks related to design, installation, maintenance and development of the IT system and related IT equipment resources; 
    - Execution of the works related to compliance and application of the laws and subordinate regulations in the area of budget, financial and accounting operations of the Ministry and its diplomatic network.

    1. Goals

    Reinforcement of the position of the Republic of Macedonia within the international community through development of the bilateral relations and improvement of the political dialogue with the Non-European countries committed to promotion of the democratic values, rule of law and human rights.

    2. Significant responsibilities

    - Monitoring both foreign and internal political and economic situation in the Non-European countries on a daily basis; 
    - Proposing projects, initiatives and activities for development and enhancement of the cooperation of the Republic of Macedonia with the Non-European countries; 
    - Initiating and proposing views on foreign policy issues and priorities in the foreign policy of the Republic of Macedonia regarding the relations with Non-European countries; 
    - Undertaking activities aimed at deepening of the bilateral cooperation in priority areas of mutual interest, enriching the normative and legal framework and facilitation of the visa regime with the Non-European countries; 
    - Streamlining the work of the diplomatic missions of the Republic of Macedonia in the Non-European countries; 
    - Cooperation with foreign resident and non-resident diplomatic missions of the Non-European countries to the Republic of Macedonia. 

    3. Relations of the Republic of Macedonia with Non-European countries

    The Republic of Macedonia nurtures close and friendly relations with most of the Non-European countries. Quite noteworthy are the continuous efforts for establishment of more intensive communication and enriching cooperation in all areas of mutual interest.

    1. Goals

    Having in mind the strategic determination of the Republic of Macedonia for NATO membership, the goal of the Directorate is to improve the relations between the Republic of Macedonia and the Alliance, and to reinforce the role of our country as a contributor to the security and stability through participation in the peace-keeping operations on global level.

    2. Significant Responsibilities

    - Maintenance and development of the political dialogue between the Republic of Macedonia and NATO; 
    - Cooperation and coordination within the frames of the Working Committee for NATO Integration; 
    - Activities stipulated in the Membership Action Plan and the Annual National Program for NATO membership 
    - Activities stipulated in Partnership for Peace (PfP), Planning and Review Process (PARP), and Individual Partnership Program (IPP);

    DIRECTORATE FOR ECONOMIC DIPLOMACY

    1. Goals

    Promotion of the economic interests of the Republic of Macedonia abroad, representation of the country as an attractive destination for foreign investments through promotion of the advantages for doing business, stimulation of the Macedonian export, providing bigger inclusion in the projects of the international economic organizations aimed mostly at increase of the economic growth and reinforcement of the position of the country as a reliable business partner and destination.

    2. Significant Responsibilities

    - Monitoring of the bilateral economic relations of the Republic of Macedonia with other countries and proposing activities for their enhancement; 
    - Foreign promotion through the diplomatic missions in order to facilitate the entry of the Macedonian companies on third markets, as well as to widen the activities of the existing companies abroad; 
    - Organizing meetings with representatives from the business community and economic chambers in order to identify the support necessary for realization of the goals; 
    - Organizing visits of the representatives of the diplomatic corps within the country in order to introduce the potential business partners from abroad to the economic capacities of our country;
    - Preparing analyses for the international economic developments and their impact on the improvement of the economic relations and cooperation of the country with the international, economic and financial organizations; 
    - Monitoring the international economic relations within the frames of the multilateral activities; 
    - Implementation of the international economic agreements and contractual regulation of the issues related to the international organizations.

    DIRECTORATE FOR CONSULAR AFFAIRS

    1. Goals

    Providing high quality consular services to the Macedonian citizens and protecting the interests of the Republic of Macedonia and its citizens who are abroad pursuant to the internal legal regulation, the Vienna Convention on Consular Relations, the conventions adopted within the frames of the Hague Conference on Private International Law, bilateral agreements and other international documents signed by the Republic of Macedonia.

    2. Significant Responsibilities

    - Intensifying and deepening of the consular cooperation with the foreign countries through maintenance of consular consultations; 
    - Legalization of documents; 
    - Issuance and registration of passports and extension of visas in the diplomatic and service travel documents;
    - Participation in the work of the interdepartmental and interstate bodies for demarcation of the national borders in coordination with the Ministry of Interior and the Ministry of Defence; coordination of the flights of foreign and domestic non-civilian aircrafts
    - Use of data within the National Visa Information Centre – N-Vis System, including special activities in the visa procedure; 
    - Approval of visa applications, monitoring the migration of the population; 
    - Issuance of notes for visa mediation for the business travels of representatives of the state institutions;

    DIRECTORATE FOR DIPLOMATIC PROTOCOL

    1. Goals

    Successful realization of state, official, working and other types of visits (from organizational aspect), organization of the ceremonial protocol for handing the ambassadors’ credentials or similar acts of international governmental organizations’ heads of missions accredited to or for the Republic of Macedonia, as well as providing, fulfilment and exercising the immunity and benefits.

    2. Significant Responsibilities

    - Activities aimed at preparing overseas visits of the Minister for Foreign Affairs, as well as visits of MFAs to the Republic of Macedonia; 
    - Preparation and organization of international meetings hosted by the Minister of Foreign Affairs; 
    - Organization of courtesy welcome at the airports and other border crossings for other Ministers of Foreign Affairs; 
    - Organization of transport, accommodation and other logistics for foreign high level delegations; 
    - Activities related to assigning honorary consuls and coordination of their work; 
    - Keeping appropriate registry regarding the accomplishment and enjoyment of the privileges arising from the international conventions and domestic legislation; 
    - Implementation of the appointing procedure for ambassadors of the Republic of Macedonia in other countries and international organizations.

    INTERNATIONAL LAW DIRECTORATE

    1. Goals

    To analyze the major issues of the International Law including its development and codification, and continuous efforts for enhancement of the normative and legal framework of the Republic of Macedonia in relation to the other countries in the world, as the fundamental basis for deepening of the cooperation in all aspects of mutual interests and affirmation of the country as a respectable member of the international community.

    2. Significant Responsibilities

    -

    Provides legal opinions and advice on all issues related to public international law, international human rights law, international humanitarian law and international criminal law and current issues of international law relevant for the development and implementation of the Republic of Macedonia’s foreign policy;

    -

    Performs activities related to cooperation with international judicial institutions, such as : the International Criminal Court, International Court of Justice, the Permanent Court of Arbitration in The Hague, the Hague Conference on Private International Law and the UN specialized courts and performs activities related to the representation of the interests of the Republic of Macedonia proceedings before international judicial institutions;

    -

    Participates in the preparation and coordinates the conduct of negotiations and signing of international agreements, ratification of or accession to the international agreements ( bilateral or multilateral);

    -

    Follows the EU acquis development, and to coordinate it with and compare it to the international legal obligations of the Republic of Macedonia;

    -

    Prepares legal opinions and advice for issues related to the foreign relations of the Republic of Macedonia from the aspect of the Acquis Comunautaire;

    Performs depository function related to certain international agreements, maintains the database of signed/ratified international agreements;

    1. Goals

    Takes part in the creation and accomplishment of the priority goals of the Ministry of Foreign Affairs through analyses, understandings, information, summaries and assessments for fundamental topics and issues of regional and global character.

    Further reinforcement of the capacities of the public diplomacy in order to increase the presence in the foreign public, mostly by creating bigger “visibility” of the Republic of Macedonia and creating positive perception for our country and its aspirations, especially in the context of the European and Euro-Atlantic integrations.

    2. Significant Responsibilities

    - Preparing information for certain regional and global topics and issues;
    - Preparing studies, analyses, studies, plans and information in the area of foreign policy;
    - Planning and implementing activities in the domain of public diplomacy;
    - Preparing forums and discussions on certain topics;
    - Gathering and keeping of domestic and foreign documents; selection and processing of the archive of permanent value;
    - Regular issuance of the publication Monthly Diplomatic Bulletin;
    - Regular issuance of the Macedonian Foreign Policy Journal “Crossroads”;
    - Cooperation with the State Archive of the Republic of Macedonia and the archives of Macedonian Academy of Sciences and Arts, as well as with other institutions.

    1. Goals

    The Internal Audit coordinates the auditing activities related to the audit programs and reports, plans and executes the audits pursuant to the legal regulations and international standards. This is done in order to fulfill the goals of the Ministry of Foreign Affairs in line with improvement of the successful risk management and control processes.The goal of the Internal Audit is to provide additional assurance that the implemented management and control systems are appropriate, low-cost and consistent with the accepted standards and national legislation.

    2. Significant responsibilities

    - Planning, organizing and implementing the internal audit, including the preparation of the Audit Plan;
    - Allocation of the activities, assessment of the required resources and informing the Minister regarding the policies, plans and activities of the Directorate;
    - Giving recommendations for the systems and procedures which are subject to audit;
    - Preparing reports for the findings and recommendations within the frames of the executed audit;
    - Monitoring of the fulfilment and implementation of the recommendations issued by the responsible management within the Ministry;
    - Coordination of the auditing activities related to the auditing programs and reports, planning and execution of audits pursuant to the legal regulations and international standards.

    The Institute within the Ministry of Foreign Affairs of the Republic of Macedonia was established on 1st August 2012 upon the Conclusion adopted by the Government of the Republic of Macedonia on 3rd July 2012.

    About the Institute

    The Institute for Geostrategic Research and Foreign Policy (The Institute) was formed in August 2013, under a Decree of the Government of the Republic of Macedonia, functioning as a Directorate at the Ministry of Foreign Affairs. In a relatively short period, the Institute has succeeded in establishing itself as a serious research, analysis and operative body within the Ministry of Foreign Affairs and beyond, being the only institution of this kind in the country.
    One of the fundamental tasks of the Institute is to contribute to the design of the strategic goals and priorities of the Republic of Macedonia, by following, analyzing and researching local, regional and global geopolitical developments and trends.
    Another important task of the Institute is preparation of comprehensive geopolitical researches, analyses, reviews, newsletters and other documents and materials with a view to regularly providing timely and relevant information to the highest state leadership, as well as to other in-line and specialized institutions, and to diplomatic missions and consular posts of the Republic of Macedonia.
    Furthermore, the Institute contributes to the deepening and intensification of the overall bilateral, regional and international cooperation activities of the Republic of Macedonia by joining efforts with counterpart institutions in organizing conferences, round tables, debates, and researches, which serve as a vehicle for exchange of ideas, views, positions and experiences.
    In addition to promoting the official positions of the Republic of Macedonia, the Institute also pursues principles of academic freedom and expression.
    The Institute also establishes partnerships and cooperates with a number of counterpart renowned international institutes, non-governmental organizations, thin-tanks, contributing thus to raising the profile of the Republic of Macedonia in the international setting.

    Vision

    Foreign policy design with a view to making a significant contribution to the active involvement of the Republic of Macedonia in global international political developments and debates.

    Mission

    Producing general strategic guidelines on issues of national interest and their promotion before the domestic and international public, as well as promotion and encouragement of presentation of positions and views at expert debates, fora and conferences that would be useful in the policy design and decision making processes in the foreign policy area.

    Goals

    - Continual development of the Institute capacities in line with standards of European, international and global counterpart institutes;
    - Investing in and strategic development of human resources by their proper profiling;
    - Development of research capacities regarding issues of interest to the Ministry of Foreign Affairs and of society at large;
    - Organization of debates, presentations, conferences and round tables to facilitate the exchange of views, opinions and positions between domestic and international experts, diplomats, analysts and scientific researchers in various areas;
    - Establishment of cooperation and implementation of joint projects with other counterpart national and international institutes, scientific-research centres, non-governmental organizations and think-tanks, which elaborate issues of regional, European and global importance.

    2. Scope of Activities of the Institute

    - Design of strategic guidelines on issues of national interest, while promoting them among the domestic and foreign public, and undertaking activities for the international establishment of the Institute through cooperation, project implementation and defining recommendation for relevant activities;
    - Design and assessment of documents of strategic importance for the Republic of Macedonia, which elaborate current political and economic regional and international developments and their impact on the Republic of Macedonia and its foreign policy;
    - In-depth research of the internal political, socio-economic and security situation, as well as of foreign policy developments at the bilateral, regional and global level, focusing on their impact on the international positioning of the Republic of Macedonia and on the protection of the country's national interests; 
    - Development of relevant documents and materials, i.e. comprehensive geopolitical researches, policy papers, positions papers, information papers and other documents in order to regularly provide timely information to the Ministry of Foreign Affairs, the highest state leadership, other in-line and specialized institutions, and to diplomatic missions and consular posts of the Republic of Macedonia; 
    - Drafting assessments, recommendations and scenarios for possible regional and global developments and situations and their possible impact on the Republic of Macedonia and its foreign policy and in this context design of strategies and tools for policy implementation;
    - Coordination and pursuance of projects for cooperation with other national and international counterpart institutions, scientific research centres, think-tanks, the academic circles, state institutions and professional  experts and analysts from the Republic of Macedonia and from abroad;

    DIRECTORATE FOR DIPLOMATIC ACADEMY

    1. Goals

    Further development of the diplomatic education system of the current and future diplomatic staff aimed at effective tackling of the professional challenges posed in front of them.

    2. Significant Responsibilities

    - Assessment of the level, types and needs for trainings of the employees in the Ministry of Foreign Affairs; 
    - Informing about courses, trainings and seminars which are being offered in the study programs of the foreign Diplomatic Academies and Foreign Policy Institutes; 
    - Care for the education of the newly employed; 
    - Participates in the preparation and organization of the diplomatic and advisory exams; 
    - Participates in the preparation of diplomats before they are sent to the missions throughout the world, as well as organization of their final discussions and thesis; 
    - Organization of language courses and cooperation with the related institutions in the region and beyond.
