The Directorate for Consular Affairs and International Law adopts annual work plans and reports; plans, organises, coordinates and monitors the activities and tasks related to international law and the harmonisation with the EU acquis communautaire, as well as consular protection; participates in procedures for harmonising, entering into, ratifying and executing international agreements and documents; participates in promoting the contractual-legal framework with other countries and international organisations; monitors the development and codification of international law; performs the role of depositary of international agreements; protects the interests of the Republic of North Macedonia; provides consular protection to its citizens and the interests of legal entities abroad; monitors visa and migration policies; coordinates the work of inter-departmental and intergovernmental border demarcation bodies and takes care of state border issues; organises  consular consultations; provides coordination and cooperates with competent institutions and authorities of the country; provides guidelines and instructions for the representations and monitors their work; cooperates with foreign and international representations accredited to the Republic of North Macedonia; manages and organises the work of the sectors and units under its jurisdiction; prepares and conducts staff training programmes prior to being posted to the missions and posts abroad; evaluates the work of the organisational departments and representations under its jurisdiction; performs other duties within its purview

 

10.1 Sector for International Law

The Sector for International Law prepares annual work plans and reports, performs and coordinates the activities and tasks related to initiating and participating in the internal legal procedure for negotiating and signing, acceding or ratifying international treaties and documents; proposes positions and participates in the implementation of the Agreement on Succession Issues of the Former SFRY; participates in the work of inter-departmental and intergovernmental bodies on all border and border incident-related matters; monitors the development and codification of international law; monitors and analyses the EU acquis communautaire and its development and participates in the harmonisation of the domestic legislation and the international legal obligations of the Republic of North Macedonia with the EU acquis communautaire; performs the role of depositary and repository of international agreements; provides legal opinions and advice on matters of international public law; proposes positions and participates in the work of the bodies of the United Nations and the Council of Europe under its competence; monitors and analyses the work and coordinates the cooperation with the International Court of Justice, the European Court of Human Rights, the European Court of Justice, the International Criminal Court, the Permanent Court of Arbitration in the Hague, the Hague Conference on International Private Law and the specialised courts of the United Nations; provides coordination and cooperates with the competent national institutions and bodies; prepares guidelines and instructions for the representations abroad and monitors their work; cooperates with the foreign and international representations accredited to the Republic of North Macedonia; organises and evaluates the work of the units under its jurisdiction; performs other duties within its purview.

10.2 Sector for Consular Affairs

                The Sector for Consular Affairs prepares annual work plans and reports; performs and coordinates the activities and tasks related to the protection of the interests of the Republic of North Macedonia; ensures the consular protection of its citizens and the interests of legal entities abroad; implements national legislation and obligations under bilateral and multilateral agreements; develops and promotes consular cooperation and practice; participates in consular consultations; organises the on-duty work of the customer relations advisory office; updates consular information on the public website of the Ministry; provides consular training for the honorary consuls of the Republic of North Macedonia; takes care of the establishment and development of the “virtual consulates” system aimed at providing consular services; performs document legalization; provides coordination and cooperates with the competent institutions and authorities of the country; prepares guidelines and instructions for the national representations abroad and monitors their work; cooperates with the foreign and international representations accredited to the Republic of North Macedonia; organises and evaluates the work of the units under its jurisdiction; performs other duties within its purview.

10.3 Sector for Visa Centre

                The Sector for Visa Centre prepares annual work plans and reports; performs and coordinates the activities and tasks related to the National Visa Information System (N-VIS), visa regime and visa policy; implements and supervises the national visa issuance procedure; monitors migration trends and regulations in this area; monitors the visa regime and visa policy of the European Union and participates in the harmonisation of the national legislation with the EU acquis communautaire; monitors, analyses and informs on the developments regarding the visa and migration policy; provides coordination and cooperates with the competent institutions and authorities of the country; prepares guidelines and instructions for the national representations abroad and monitors their work; cooperates with the foreign and international representations accredited to the country and the EU Delegation in the Republic of North Macedonia; organises and evaluates the work of the units under its jurisdiction and national representations abroad; performs other duties within its purview.

10.4. Sector for Diplomatic, Service, and Civilian Passports, Borders, Overflights and Legalization

   

The Sector for Diplomatic, Service, and Civilian Passports, Borders, Overflights and Legalization prepares annual work plans and reports; issues and keeps records of national diplomatic and service passports and visas, as well as civilian passports issued by the diplomatic missions and consular posts of the Republic of North Macedonia abroad; coordinates with relevant national authorities on overflights conducted by domestic or foreign non-civilian aircraft; participates in the work of interdepartmental and intergovernmental bodies on all issues related to borders and border incidents; participates in the procedure for legalization of documents; ensures coordination and cooperates with the competent institutions and bodies in the country; prepares guidelines and instructions for the national representations abroad and monitors their work; cooperates with foreign and international representative offices accredited to the Republic of North Macedonia; organizes and evaluates the work of the units under its jurisdiction and national representations abroad; performs other duties within its purview.
