The Directorate for Organisational Affairs prepares annual work plans and reports; plans, organises, coordinates and follows activities related to general and legal matters, human resource management, education and career development of employees; financial issues, information and communication technologies and security issues; provides coordination and cooperates with relevant institutions and state administration bodies in the country; prepares guidelines and instructions for diplomatic missions and consular posts and follows their work; cooperates with accredited diplomatic missions and consular posts in the Republic of North Macedonia; manages and organises the work of Sectors and Units, which are part of this Directorate; evaluates the work of its organisational units and diplomatic missions and consular posts from the perspective of its competences, and performs other tasks within its scope of competences.
2.1 Sector for Legal and General Affairs
The Sector for Legal and General Affairs prepares annual work plans and reports; performs and coordinates activities and tasks related to legal, administrative-supervisory, and professional-operational matters; ensures the exercise of rights and duties of employees at the Ministry and at diplomatic missions and consular posts; ensures the lawful conduct of procedures for establishing disciplinary and material responsibility of employees; controls the implementation of procedures at the Ministry for legal protection of property rights and interests of the Republic of North Macedonia, for public procurements, for current investment operations and maintenance; for care and management of property owned by the Ministry; for procurement of capital assets and consumable materials, for translation, for implementation of regulations on archive operations, for in-take, entry in the records, and distribution of official materials and for performance of administrative and technical tasks; the Sector ensures coordination and cooperation with relevant institutions and state administration bodies in the country; prepares guidelines and instructions for diplomatic missions and consular posts and follows their work; cooperates with accredited diplomatic mission and consular posts in the Republic of North Macedonia; organises and evaluates the work of Units, which are part of this Sector; and performs other tasks within its scope of competences.

The Sector for Human Resource Management and Education prepares annual work plans and reports; performs and coordinates activities and tasks related to following and implementation of laws and other regulations governing human resources; prepares the human resource development programme; plans career development of employees; implements procedures for employment, for performance appraisals, for deployment of staff to diplomatic missions and consular posts; prepares, coordinates, and implements the education programme; organises the participation of employees in diplomatic and other professional training programmes abroad and in the country; follows, analyses, and informs about matters within its scope of competences; ensures coordination and cooperates with relevant institutions and state administration bodies in the country; prepares guidance and instructions for diplomatic missions and consular posts and follows their work; cooperates with accredited diplomatic missions and consular posts in the Republic of North Macedonia; organises and evaluates the work of the Units, which are part of this Sector; and performs other tasks within its scope of competences.

The Sector for Financial Affairs prepares annual work plans and reports; performs and coordinates activities and tasks related to following and implementation of laws and by-laws in the area of budgetary, material-financial, and accounting operations; plans, manages, follows, and executes the budget of the Ministry; conducts financial control at the Ministry; prepares financial plans for the execution of the budget (monthly, quarterly, and annual plans); prepares the annual financial report; ensures cooperation and coordination with relevant institutions and state administration bodies in the country; proposes guidelines and instructions to diplomatic mission and consular posts and follows their work; organises and evaluates the work of Units, which are part of this Sector; and performs other tasks within its scope of competences.

The Sector for Information and Communication Technologies (ICT) and Security Issues prepares annual work plans and reports; performs and coordinates activities and tasks related to the design, installation, maintenance, and development of the information systems and computer network of the Ministry and its diplomatic missions and consular posts; prepares the ICT Strategy; ensures effective and efficient communication and cooperation among employees at the Ministry and its diplomatic missions and consular posts; safeguards information security and ensures the protection of the computer network and data; develops secure access solutions for remote connection to the network of the Ministry; provides user support to employees; manages the receipt, exchange, protection, and storage of classified information; controls the flow of security-sensitive information; ensures encryption of sensitive data; conducts ICT and security-related training for employees; cooperates with relevant institutions and state administration bodies in the country; proposes guidelines and instructions for diplomatic missions and consular posts and follows their work; organises and evaluates the work of Units, which are part of this Sector; and performs other tasks within its scope of competences.
